Portland Ave is now CLOSED from 70th to 77th St, including the intersection of Portland and 77th. Visit richfieldsweetstreets.org/portlanddetour for detour information.

Construction Schedule:
• May 2 – full intersection closure of Portland Avenue and 77th Street
• Mid May – Completion of restoration work from 67th to 70th Street and 2nd crew working from 70th Street south
• May 27 – Anticipated date to open the 77th and Portland intersection
• October 2016 – Expected completion of project

The Portland Avenue Reconstruction project is scheduled to resume May 2nd, 2016. Full closure of Portland Avenue will occur from 70th to 77th Street.

The 77th Street and Portland Avenue intersection will be fully closed for up to 4 weeks beginning May 2nd for underground utility work and installation of a new signal system. Please follow the signed detour route during this closure. Local traffic from the south will use Nicollet and 12th Avenues to access the neighborhood north of 77th Street.

Portland Avenue fully opened to vehicle traffic today! Construction is complete for the 2015 season and we want to thank you for your patience during this first part of construction. The contractor will begin work again in Spring 2016, as soon as possible, to complete the work between 70th to 76th Street. We will keep everyone informed when this will be as spring approaches.

The on-street bike lanes will not be plowed this winter. A friendly reminder for vehicles, please be mindful of on-street bikers and please share the road. Thanks!

Portland Avenue from 67th to 77th Street is CLOSED to through traffic during the project. Please use the posted detour of 66th to Nicollet Ave to 77th, to avoid the construction zone. City Hall is open during construction, with access from the north near 67th Street.

The Portland Avenue Reconstruction project kicked-off on July 15th with the contractor closing Portland from 67th to 77th Street and completing tree removals along Portland.

During the week of July 20th, the contractor began and completed surface removal of the roadway and sidewalk along Portland Ave between 68th and 70th Street. If you live nearby, you may have noticed vibrations in your homes while this work was being completed. The City has an on-site consultant monitoring vibrations during construction and levels have been staying far below the allowable amount required by the specifications.

Next week, the contractor will begin underground utility work from 68th to 70th Street. The contractor will also be doing removal of the roadway on 70th Street between Portland and 5th Avenue.

PORTLAND AVENUE CLOSURE NOTICE: Portland Avenue between 67th and 77th Street is CLOSED to through traffic for the Portland Avenue Reconstruction project. Portland Ave remains open for local traffic only. Richfield City Hall remains open with access available from the north by heading southbound on Portland Ave.

Posted northbound detour will direct motorists westbound 77th St, northbound Nicollet Ave, eastbound 66th St, and northbound Portland Ave.

The project is anticipated to start on Monday, July 20, 2015, weather permitting; however, the road closure and tree removal will take place ahead of construction.

Construction Schedule
July 13 – Trees marked for removal
July 15 – Portland road closure (open to local traffic only) and tree removals from 67th to 77th Street
July 20 – Anticipated start of construction
November 15 – Completion of 67th to 70th Street
2016 – Construction of 70th to 77th Street

Xcel Energy has begun work to underground their utility lines within the project limits of the project.

The Richfield City Council approved and directed Xcel Energy to do this work at the May 12th Council meeting. This is in accordance with the City’s Comprehensive Plan goal (Transportation Goal 3).

City Council approved award of the contract for the Portland Avenue Reconstruction project (67th Street to 77th Street) at the June 9th Council meeting.

5/28/2015
Construction bids were received and opened today. Staff will bring the award of the contract to the June 9th City Council meeting for consideration. If approved by Council, we will provide further information on the start date and staging of the work as soon as it is available.

Due to delays in funding agencies approval, bidding of the project was delayed. The City published the Advertisement for Bid on May 7th and bid opening will take place on May 28th. After the opening of bids, the City anticipates awarding a contract at the June 9th City Council meeting. Once a contractor is on board we will have a better idea of the actual start date and staging of the work.

The City will hold a public “kick-off” to construction meeting after a contractor has been awarded the work but before construction begins. At this meeting, residents will learn about the impacts during construction, meet the contractor and consulting staff, and get any of their project questions answered. If you have any question before the meeting, please call the project hotline 612-861-0512.

We anticipate the project going out to bid in early April and with bid opening at the end of April. After the bid opening has occurred and a contractor is on board to do the project we will have a better idea of the actual start date of the work and the staging of the work (where the work will start, etc.). The contractor is the one who puts together the schedule and decides the work sequences. At this time we are hoping for a late May, early June start.

The City will hold a public “kick-off” to construction meeting after a contractor has been awarded the work but before construction begins. At this meeting, residents will learn about the impacts during construction, meet the contractor and consulting staff as well as be able to answer questions.
